Michael Lichtenstein, MS
Principal
Michael Lichtenstein began his career in the nonprofit sector in 1974. He has extensive experience developing programs and leading diverse teams in primary healthcare, behavioral healthcare, social services, and other nonprofit settings. He is an executive leader with 15 years at the CEO level. From 2010 until the current time, he focused his work with community health centers. Michael spent eight years as the President/CEO of a federally qualified health center (FQHC) and two years as a start-up President/CEO of a Medicaid accountable care organization. He served on numerous boards of directors, task forces, and governmental advisory committees to benefit the nonprofit and healthcare community. He continues to be involved as a board member on community-based organizations serving individuals and families. Michael started his work with Management Solutions Consulting Group (MSCG) as a Governance and Administrative Expert Consultant in 2018. MSCG is the entity under contract with the Health Resources and Services Administration (HRSA) to conduct community health center program compliance audits. He is certified as a Coach through Coach Training Alliance in Denver, CO. Michael has a BA degree in Sociology from the University of RI and an MS degree in Applied Management from Lesley University.
Andrea Lytle, RN, BSN
Consultant
Andrea Lytle is an experienced nurse with a diverse background. She worked in hospital settings as a labor and delivery nurse in a low-risk rural hospital and a high-risk level III perinatal center. She served as an Associate Director and Director of Clinical Services in a nonprofit educational setting where she developed a variety of programs to address the needs of the student body including a case management approach, an outcome-based curriculum for childbirth, parenting, well child education, and adolescent family planning. Andrea also established and managed a WIC, Well Child (EPSDT) and adolescent health clinic services through the state department of health. She worked at a managed Medicaid health plan before taking the position as a Practice Manager for OB and pediatric clinics. She worked as a quality nurse at a hospital based multi-specialty physician group and was active in EMR implementations, patient safety, and QI/QA initiatives. Andrea received her BSN from Langston University. She started working as a Clinical Expert Consultant with Management Solutions Consulting Group (MSCG) in 2012. Using past experiences and learning from over one hundred hard working health centers across the country, Andrea has excelled in preparing health centers for their operational site visits.
Theresa Fierro, CPA
Consultant
Theresa Fierro has worked as an accountant in the nonprofit sector for 28 years. She started her career as the Chief Financial Officer (CFO) at a 501(c)(3) nonprofit regional hospital. This position was followed by seven years as the CFO at a federally qualified health center (FQHC). In 1999, Theresa became a grant reviewer, a compliance review fiscal consultant, and an evaluator for expanded medical capacity funding opportunities for HRSA. Additionally, she conducted technical assistance reviews for HRSA awardees Theresa is certified as a practice manager, and she completed the program for Leadership in the Medical Field from Johns Hopkins University as part of an initiative sponsored by the National Association of Community Health Centers (NACHC). Her depth and experience in fiscal matters have been of tremendous value to organizational leadership and staff. She has been a valuable resource for community health center fiscal staff as they prepare for their HRSA operational site visits. Theresa has a Bachelor's degree in Accounting from Texas A&M University, and she is a licensed Certified Public Accountant. Theresa is a Fiscal Expert Consultant with Management Solutions Consulting Group (MSCG).
